STAC 3 version RC-5 is ready.

Important Notice: 

Warning
Agencies will need to upgrade their STAC 2 to the latest version 2.90.0 prior to upgrading STAC 3 to RC-5 version.
Warning
Do NOT upgrade STAC 2 in production without upgrading STAC 3.
