STAC 3 Collaboration Meeting Summary 11/19/2025

STAC 3 Collaboration Meeting Summary 11/19/2025

STAC 3 Release Status & Bug Fixes

the new STAC 3 release is delayed due to a cluster of small but important fixes. Version RC-2 was released 11/20/2025. Priority remains stability, bug resolution, and security improvements before adding enhancements.

Sealed Case – Clerk Number Issue

  • Issue: When changing a case to sealed, STAC 3 automatically checks “Apply to Clerk,” differing from STAC 2 behavior.
  • Fix: CIP will correct the default behavior, so clerk numbers are not unintentionally altered.
  • Workaround: User can manually uncheck the box.

Image Review, Converted Files & File Display Problems

Duplicate Image Review Entries

reported image review entries appearing multiple times and/or under the wrong defendant.

  • CIP will attempt to reproduce and follow up.

Converted Files Not Displaying

Reported that PDF files from the conversion folder display in STAC 2 but do not display in STAC 3.

  • CIP will investigate whether this is related to conversion path mapping or preview limitations.

Preview for JPEGs Parsed via Link Parser

JPEGs processed through link parser show no preview in icon mode.

  • Likely tied to performance logic.
  • CIP will review and determine if preview loading can be improved.

Reopen Case Wizard Severity Level Event Missing

Missing Severity Level Field

  • PD5 and PD19 raised concerns: Severity level is required for FPDA reporting.
  • Missing from the Reopen Wizard because all events were removed from wizard screens.
  • exploring options:
    • A wizard-only required event could be configured, OR
    • A severity field can be placed directly on the Reopen screen.

This is critical for PD reporting and will prioritize a solution.

Reopen Case Configuration Error

Error: “Arrest event for reopen cases invalid configuration.”

  • Workaround: Set “Arrest Event Type When Case Is Reopened” in Reopen Options.
  • Permanent Fix: Included in upcoming release (RC-2)

Usability & Workflow Enhancements

Field Validation & Matching Behavior

STAC 3 validates on code + description, not code-only, causing slower data entry.

  • Fix: Next release will include a per-user setting:
    • Code Only
    • Description Only
    • Code + Description
  • Intended to serve both new and power users.

Clipboard / Batch Entry Feature

STAC 2 allowed “clipboard” batch entry for repetitive events/images/addresses.

  • Status: Will return to STAC 3.

Per-Screen Reset Settings

Request for per-screen reset, not global reset.

  • Current: Global reset only (under User Preferences).
  • Planned: Per-screen reset is feasible but lower priority.

Session Timeout & Activity

Users are being logged out while:

  • Typing notes
  • Pausing/playing media
  • Switching tabs briefly

CIP confirmed:

  • Admin-controlled timeout settings coming in next release (RC-3).
  • CIP will examine what counts as “activity” to prevent premature logout.
  • Note restoration not working properly, confirmed bug being corrected in RC-3.

Messaging, Templates & External Email

Sending to External Email Addresses

Reported difficulties adding non-directory emails in Discovery.

  • CIP confirmed:
    • Users can type any email and press Enter to add it.
    • Existing directory matches will auto-suggest but do not block external entry.

Default Message Templates

Users want a default template per screen.

  • Status: A new setting is planned and will allow custom defaults per screen
(e.g., Image Tab vs Communication Tab).

Transcription & Speaker Identification

Speaker Labels Missing in Transcript Exports

  • Users report STAC 3 text exports lack labels like “Speaker 1 / Speaker 2.”
  • CIP confirmed this feature is on the roadmap.
  • Long-term plan includes:
    • Linking audio/video + transcript to Directory
    • Enabling retrieval of all media associated with a person

Timeline estimate: mid-2026 for full integration; speaker labels may arrive sooner.

Linked Folders, Client Tool & Security

Linked Folders vs Linked Files

  • Linked Folders will remain
  • Linked Files are being phased out for security reasons
  • Users should plan workflows around folders, not individual files.

New Client Tool

  • Standalone app
  • Used only for:
    • Linked folders
    • Upload Center
  • No longer needs updating with every STAC 3 release
  • Will be re-enabled in the next release following login/security changes.

Improved Login Security

  • Organizational email logins
  • Two-factor authentication support
  • FDLE security requirement alignment

Scoresheet  Life Sentence Calculation

User reported:

  • STAC 3 incorrectly calculates life sentences (shows 44 years).
  • STAC 2 calculates correctly.

CIP believes:

  • Data for one of the scoresheet sections may not be mapping correctly.

Need to:

  • Review the specific case
  • Compare STAC 2 vs STAC 3 values
  • Confirm the fix after release

Directory Compression & Metadata Issues

Missing User/Date Metadata After Conversion

Old entries imported from conversion may not have user/date metadata.

  • requested CIP add a placeholder (e.g., “No User” or “System”).
  • CIP will look into inserting placeholder values.

Compression Workflow

SA12 & SA5 identify the “most recent” directory version by modified date.
Missing modified date makes that impossible.
Fix is under review.

 Administrative Mode & Permissions

Admin Can Edit Any Note

  • Working as designed.
  • STAC 3 automatically allows admins to edit notes without turning on Admin Mode.

Admin Mode Toggle

  • CIP is reviewing how to replicate STAC 2’s “Admin Mode” toggle.
  • May not be implemented exactly the same way.
  • Some functions (like event editing) may require future admin permissions enhancements.

Misc. Workflow & Training Topics

Hyperlink Truncation in Merged Documents

Reported that hyperlinks with dashes truncate after overnight refresh.

  • CIP suspects the previewer, not the merge itself.
  • will attempt to reproduce.

Default Document Tab Behavior

Preview vs Log view does not persist.

  • The fix is in version (RC-3).

Document Viewer Jumping to Top

Users report jumping to top when clicking inside a long document.

  • CIP needs more replication but acknowledges inconsistent behavior.

Q&A

Q: Why does STAC 3 auto-check “Apply to Clerk” when sealing a case?

A: It’s an overlooked configuration difference from STAC 2. CIP will correct this behavior (RC-3) so clerk numbers remain unchanged unless explicitly modified.

Q: When all records on the Image Review are selected, once a user deselects one record, it is actually deselecting 5 records?

A: CIP believes duplicate submissions or review flags may be repeating. Rafael will attempt to reproduce and follow up directly.

Q: Why don’t converted PDFs or link parser JPEGs preview in STAC 3?

A: Preview engine currently loads only certain file types locally to prevent performance degradation. Files routed through conversion/archive may not load previews. CIP will evaluate options.

Q: Can severity level be required on the Reopen Wizard but not the Case Wizard?

A: Yes. CIP is exploring a wizard-only event requirement or placing the field directly on the Reopen Wizard. Fix prioritized for PD reporting accuracy.

Q: Why is code validation slower in STAC 3?

A: STAC 3 matches on code + description, which is more helpful for new users but slower for power users. Next release includes per-user matching mode:

  • Code only
  • Description only
  • Code + Description

Q: Will clipboard/batch entry return?

A: Yes. CIP confirmed clipboard functionality from STAC 2 will be added to STAC 3.

Q: Why are users being logged out during active typing or media review?

A: Timeout logic does not currently treat typing or video playback as “activity.”
Fixes:

  • Adjustable timeout in next release (RC-3)
  • CIP reviewing activity triggers
  • Note-restore bug confirmed and will be fixed

Q: Can we set default message templates per screen?

A: The ability to set default templates and values are coming in a future version. Feature is planned and will resolve inconsistencies between Image and Communication tabs.

Q: Will transcripts show speaker labels like Axon?

A: Yes. planned.
Submitting a ticket will help prioritize the feature. It is important to understand that STAC and AXON are different companies and products. They are not intended to work in the same way.

Q: Why are linked files being removed?

A: Linked files present serious security risks. Only linked folders will be supported going forward.

Q: Will admin mode return?

A: CIP is reviewing which STAC 2 admin functions need to be replicated. Some features will be automatic; others may require a permission toggle in the future.
