STAC 3 Collaboration meeting Summary: 04/01/2026

 1. Multi-Factor Authentication (MFA) – Overview & Implementation

MFA functionality in STAC (STAC 2 + STAC 3) and noted that most agencies are not currently using it.

How MFA Works

  • Enabled via Security Option: Enable Multi-Factor Authentication
  • Uses apps like:
    • Google Authenticator
    • Microsoft Authenticator
    • Duo (if already used)

Login Flow

  1. User logs in with credentials
  2. First-time setup:
    • Scan QR code
    • Register device
  3. Future logins:
    • Enter generated code from app

Reset Scenario

If a user loses their device:

  • Admin can Reset MFA
  • User must re-scan QR code and re-register

Key Limitations

  •  All-or-Nothing Setting
    • Cannot enable MFA per user
  • Applies to:
    • Internal users
    • External users (law enforcement, etc.)

Security Guidance

  • Required for CJIS compliance
  • Shared logins are NOT supported (and should not be used)

Forgotten Phone Scenario

  • Cannot temporarily bypass MFA for one user
  • Only options:
    • Reset MFA
    • Disable MFA for entire agency (not recommended)

Hardware Token (YubiKey)

  •  Not supported directly
  • Possible workaround via Microsoft authentication (future demo planned)

2. Case Actions – Right-Click Functionality (Core STAC 3 Behavior)

Key Change from STAC 2

All major case actions are now accessed via:

 Right-click on case in Case Search grid

Available Actions

  • Edit case details
  • Change case number / clerk number
  • Add:
    • Event
    • Note
    • Relationship
    • Request
  • File / Dispose / Reopen case
  • Delete case (if permitted)
  • Transfer / Consolidate / Compress case

Copy vs. Duplicate Case

Copy

  • Copies basic case info only

Duplicate

  • Creates new case with:
    • Relationships
    • Charges
    • Images
    • Certain events

UI Behavior

  • Only valid actions are shown based on case status
  • Reduces user error and clutter

3. Core UI Navigation Enhancements

Right-Click Indicator

  • Three dots (…) = available actions
  • Can:
    • Right-click OR
    • Left-click dots

Double-Click Functionality

  • Double-click any record to open edit screen
  • Applies across:
    • All tabs
    • All grids

Multi-Range Selection (Excel-style)

  • Requested feature:
    • Select multiple separate ranges
  • Not currently supported

5. Copying Records Between Cases

Supported

  • Relationships
  • Images
  • Notes

How

  • Multi-select → Drag and Drop → Drop in in case on Case list

Key Behavior

  • Does NOT duplicate files
  • Creates new image records referencing same file

Limitation

 Cannot copy to multiple cases at once

➡ Must copy one case at a time

6. Export to Excel (All Grids)

Functionality

  • Available on all grids
  • Exports:
    • Exactly what is displayed

Used for:

  • Validation
  • Reporting
  • External review

7. Screen Layout / Divider Behavior

Resizable Panels

  • Users can:
    • Collapse / expand panels
    • Resize sections

Important Behavior

  • Layout depends on:
    • Screen resolution
    • Device (laptop vs monitor)

Reported Issue

  • Panel sizes shifting between sessions

➡ Likely due to resolution differences

8. Image Tab – Key Clarifications

Navigation

  • Keyboard arrows (↑ ↓) supported
  • Must have focus on grid

ALL vs ROOT

ALL

  • Shows all images in case

ROOT

  • Only images NOT in folders

Folder Behavior

  • Cannot create folders in ROOT
  • Users organize via custom folders

Known Limitation

  • Cannot copy entire folders between cases

9. Movable / Dockable Windows (Major UX Feature)

Functionality

Users can:

  • Move windows (notes, relationships, etc.)
  • Minimize
  • Dock to side while reviewing information in the background

Key Benefit

  • Allows working across:
    • Multiple cases
    • Multiple tabs
  • Without:
    • Losing work
    • Opening duplicate tabs

10. Image Thumbnail Limitation (CIP Storage)

Current Behavior

  • Thumbnails show only for:
    • Local files
  • Files stored in CIP Portal storage:
    •  No thumbnails currently

Reason

  • Performance concerns

➡ Under review for future enhancement

11. Notes Tab – Email Formatting Issue

Issue

  • Email text appears during entry
  • After saving:
    • Appears missing or hidden
  • Reappears when editing again

Status

  • Known issue
  • Requires ticket with examples

12. Jury Instruction – Multi-Select Limitation

Issue

  • Cannot multi-select instructions in wizard
  • Makes cleanup difficult for attorneys

Recommendation

  • Submit ticket
  • CIP open to adding multi-select delete

Configuration Insight

  • “Generic” flag:
    • Controls when instructions appear
    • Should be reviewed to reduce clutter

13. Image Tab UI Issues (Resolution-Based)

Issues Reported

  • Search bar not accessible on smaller screens
  • Search overlay blocking results

Planned Fix

  • Remove labels → icon-only display (only if screen/resolution is small)

Workaround Identified

 Press TAB key to move into hidden search field

14. Grammar Check Limitation in Documents

Issue

  • STAC supports:
    • Spell check
  • Does NOT support:
    • Grammar check

Constraints

  • Grammarly not allowed (security concerns / FDLE)

CIP Response

  • No built-in solution currently
  • May not be feasible in editor

Suggested Workarounds

  • Word
  • External tools (controlled use)

Q&A

 MFA / Security

Q: Can MFA be enabled for only certain users?
A: No. MFA is all-or-nothing for the entire agency.

Q: What happens if a user forgets their phone?
A: Admin must reset MFA or disable it for the entire agency (not recommended).

Q: Does STAC support hardware tokens like YubiKey?
A: No direct support. Possible workaround via Microsoft authentication.

Q: Where are case actions located in STAC 3?
A: All actions are accessed via right-click on the case list grid. This includes where users can edit case information such as Case sub type and Case warnings. 

Q: What is the difference between Copy and Duplicate case?
A: Copy = basic info only. Duplicate = full case structure (charges, relationships, images).

 

Multi-Select

Q: How do I select multiple records?
A: Once the first group selection is made, then the checkboxes appear and the user can continue to use the CTRL or SHIFT keys or use the mouse to select the checkboxes.

  • Ctrl = individual selection
  • Shift = range selection

Q: Why is multi-select slow with large datasets?
A: Performance issue currently under review; no visual loading indicator.

Q: Can I select multiple ranges like Excel?
A: No. Not currently supported.

 

Images / Copying

Q: Can I copy images to multiple cases at once?
A: No. Must copy one case at a time.

Q: Does copying images duplicate files?
A: No. It references the same file.

Q: Can I copy folders between cases?
A: Not currently supported.

 

Image Tab Behavior

Q: What is the difference between ALL and ROOT?
A:

  • ALL = all images
  • ROOT = images not in folders

Q: Why don’t some images show thumbnails?
A: Only local files will show in the thumbnail. Files stored in CIP Portal do not currently generate thumbnails.

 

UI / Navigation

Q: Can I move or dock windows in STAC 3?
A: Yes. Windows can be moved, minimized, or docked.

Q: Why are my screen panels shifting?
A: Likely due to different screen resolutions (laptop vs monitor).

 

Notes / Formatting

Q: Why do email addresses disappear after saving a note?
A: Known issue. They are still there but not displayed properly until editing. Investigating issue for a solution.

 

Jury Instructions

Q: Can I multi-select jury instructions in the wizard?
A: No. Enhancement requested.

Q: Why do too many instructions appear?
A: May need to review “Generic” flag configuration.

 

Search / UI Issues

Q: Why can’t I click into the search bar on smaller screens?
A: UI resolution issue that will be corrected in version RC-5. Use TAB as a workaround.

 

Documents / Grammar

Q: Does STAC support grammar check?
A: No. Only spell check is supported.
